Barriers are not "laws", they are more like innate characteristics of a particular industry. For instance, a barrier to entry to the airline industry might be the capital requirements needed to buy planes. A barrier to entry in the mainframe computer industry might be economies of scales in production which enable existing companies to produce computers at a lower cost.
